General Billing Policy

PA.net's customer payment information and requirements.

General Account Information

You must be at least 18 years old to obtain an account. Your PA.net service includes a dial-in account, which is also your first e-mail address, up to 5 additional e-mail addresses and 10Mb of space on the user.pa.net web server for personal (not for profit) web pages. Additional e-mail addresses may be obtained for $12.00 per year. Commercial web pages and business domains are hosted on different higher performance servers that support a wide range of reporting statistics and scripting capabilities. You may access your account from any of the dial-in locations within CTI Networks, Inc. service areas. It is the subscriber's responsibility to determine which access numbers are local for them. CTI Networks, Inc. does not assume responsibility for long distance charges incurred by subscribers of the PA.net Internet Service.

We provide a 1 month free trial to all new standard Dial-up accounts that will allow you to test our service and decide if you wish to continue before committing for a longer period. The free trial is restricted to only new accounts and does not apply to resign-ups or accounts that were signed up under specific promotional offers.

All standard flat-rate dialup services include 300 hours of aggregate online time per billing cycle for all dialup sessions. Dialups that log over 300 hours in a single billing cycle will be put on hold for over-usage for the remainder of the same billing cycle, unless special arrangements are made with the CTI Networks, Inc. Billing Department. A "billing cycle" is defined as the 28 to 31 day time period between successive monthly anniversary dates from the original creation date of the account.

As a matter of maintaining proper Internet etiquette, CTI Networks, Inc. does not sell its subscriber list and does not allow subscribers to send bulk e-mail. Abuse of mail services may result in immediate account termination.

Account Billing

Rates are $17 per month. Only those accounts that are current, are eligible to prepay for one of the discount plans (quarterly $45, semi-annual $80, or annual $150). A list of all PA.net's current services and rates can be located online at www.pa.net/services/.

All billing statements will be sent through e-mail to your PA.net e-mail address unless requested otherwise. Statements can be sent to any e-mail address if there is another one that is more convenient for you. Our posted rates reflect a $1 discount for e-mail billing or if you prefer, mailed postal statements are available for an additional $1.00 in lieu of the discount. Statements and account information may be viewed online by going to www.ctinetworks.com/bmui/.

We do not need a copy of your statement. Please write your account number on the payment in the memo field to ensure proper posting. Billing questions may be sent to billing@pa.net.

All charges are considered valid. If disputed they must be submitted in writing, email, or by phone within 30 days of the bill date of those charges. After 30 days no adjustments will be made.

If a payment is returned by the bank for insufficient funds, an invalid account or if customer places a stop payment order on a check, credit card, debit card or electronic funds payment the customers account will be charged at $30.00 returned payment fee. Accounts will be charged $25.00 per hour for research related to disputed charges. Also the account will be placed on hold until the outstanding payment and administrative fees are paid in full.

Payment Options

We accept cash, checks, electronic checks, money orders, Visa, or MasterCard credit and debit cards. There are two options for making credit card payments:

Option 1

Credit once then Cash/Check. This option allows you to charge your payment just one time or gives you control of when the charge is processed. You may call us each time to charge your credit card or do it yourself from the Account Information page. You will not receive a confirmation that the payment processed because online payments are processed at the close of business for that day. You will receive a message of update successful when you make a change. When paying online you should receive an email that the payment will process after midnight.

Option 2

Credit. Automatic debit or credit card and electronic payments are available by contacting the billing office. A completed and signed authorization form is required for automatic payments.

We can only accept partial credit card payments over the phone or in our office. If subscribers choose to use debit cards for payment, we assume no responsibility for any associated bank fees. This includes return check fees and fees incurred for overdrawing an account.

Online payments and Account Information

Enter the Account Information tool; enter your user name and password. This will give you a choice of three options:

"Accounts" is your account information. This is where you can change your address and phone number, make credit card payments on line, look to see if there is a past due balance, or find your account number. Please note you will not receive a confirmation when paying on-line. All online payments are run at close of business on the day they were entered. Hitting the submit button multiple times will not result in multiple charges.Note: After entering all of the fields in the Payment Information section under Accounts that relate to your credit card, you will still need to change the "Payment Method" setting at the top of this section to activate credit card billing.

"Statements" is where you can view any previous or current statements. You cannot view when a statement is due. You can see the date the statement was sent out. Please remember it would be due 17 days after it was billed.

"Users" is where you can change your password, view your user information, or check your hourly usage on-line.

Missing checks/money orders

Contact your bank to see if the missing check has been cashed. If it was cashed please provide us with the name on the check, the check number, the date it was cashed and if possible the bank name and account number from the back of the check. This will better allow us to search our records and see if it was us that cashed your check. If it has not been cashed it is up to you whether or not you want to stop payment on the check. Due to the volume of checks we receive, we cannot guarantee that we will not cash it if it appears in the future.

Account Suspensions

If a payment is not received by the due date, the billing system will automatically send out a notice the day after your payment is due. These notices are sent only through email 3 times every other day for 7 days. They will say "According to our records your account is past due for payment” and will give you the amount that is past due.

To reopen an account we must post a payment to your account or apply a grace date. You can request reactivation by clicking on the reactivation button. The grace date will give you time to mail a check to our office or call to make a credit card payment. Past due accounts can receive only one 5-day grace date reactivation per suspension.

You may put your account on hold if your computer is down or you are going away on vacation. An account can be placed on hold for a minimum of one month. You must contact us in advance to request an account be put on hold. Credit will not be given retroactively. Accounts may remain on-hold for a period of up to 6 months.

Past due balance

One month after an account has been put on administrative hold a past due statement will be mailed. If payment is not made a final statement will be mailed 30 days later. If the balance is not paid by the date indicated on the statement it will be sent to our collection agency.

To cancel an account

The account holder must call our office and speak with a billing representative prior to the expiration of your account. We are sorry for any inconvenience but we cannot take cancel requests from anyone other than the account holder. Also for security reasons we are unable to accept cancels via e-mail.

Our minimum billing period is one month. If you use your account for either dial-in or e-mail you will be billed for the full month. You will be responsible for the bill even if you are not currently using the service and we have not received your cancel request.

Refunds

The account must be closed 30 days before it will be reviewed for a refund. If there is usage (either dial-in or e-mail) in a month, that month will not be refunded. Refunds are issued once a month on the first Saturday after the account has been closed for 30 days. If a term is not completed, refunds are calculated based on our monthly rate of $17. I.E. if you were a quarterly dial-up and cancelled with one month to go on your current subscription you would be refunded $11.

Customers responsibility

As a customer of PA.net it is your responsibility to provide us with current contact information. Such as legal name, current address, and current phone number. You are also responsible for keeping your account in a current status.

If you move

If you are moving out of our coverage area and believe you are entitled a refund, please see "Refunds". If you are staying within our coverage area and wish to continue service, we ask that you supply us with your new address and phone number. You will need to make sure you are still dialing a local phone number at your new location. You can find a local dial-up number by using our Access Number Lookup Database. You can verify that this number is local by checking in your phone book or with your local telephone company. We are not responsible for any long distance charges incurred by using the PA.net Internet service.

Re-sign up

If you wish to restart service your previously closed account must be in good standing to be eligible for new service. You will not receive another free trial.

PA.net Member-Get-Member Program

PA.net subscribers may earn free Internet service under our "Member Get Member" referral program. Refer a new customer to us for Internet service; after the customer completes their free trial and has made their first payment, you will receive a $17 credit on your account!

Gift Certificates

PA.net offers Gift Certificates. They are available in different denominations, please see www.pa.net/news/gift.html. When requesting a Gift Certificate please specify if you want a regular Gift Certificate or a Holiday Gift Certificate.

Terms of Service Acceptance

By establishing an account and/or using our service you are accepting all policies. PA.net reserves the right without prior notice to cancel your service at any time for violation of our administrative or billing policies.

PA.net reserves the right to change its terms and conditions, and rates of service at any time. The continued use of our service constitutes your agreement to those terms and conditions that are in use at the time you use the service. These changes will be posted on our home page, sent by email notification or listed on your statement.
